A Resolution Waiving the Formal Bidding Process and Awarding the Clearing of Accumulated Debris at the Romeo Road (135th Street) bridges over the Des Plaines River to V3 Construction Group, Ltd.

Whereas, The Village of Romeoville (“The Village”) is a municipality in accordance with the Constitution of the State of Illinois of 1970; and,
Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, Village Staff received a proposal from V3 Construction Group, Ltd., a qualified contractor who performed the same work in 2018 and 2020; and,
Whereas, the Village of Romeoville is currently working with V3 Construction Group on multiple other projects and has been satisfied with their performance to-date; and,
Whereas, the expenditures for these improvements are allocated in the Fiscal Year 2021/2022 Budget; and,
Whereas, Village Staff has reviewed the proposals and recommends the Village Board award the contract to V3 Construction Group in the Amount of $35,840.00;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to this project.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.
Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences, paragraphs, or sections thereof.
Section 5: Effective Date: The resolution shall take effect after its passage, approval, and publication in pamphlet form, as provided by law.
