An Ordinance Amending Chapter 35 (Dissolution of Beautification Commission; Creation of Keep Romeoville Beautiful Commission)

WHEREAS, a periodic review of the ordinances of the Village of Romeoville has indicated that certain revisions to the composition of and service upon appointed boards and commissions may facilitate the efficient operation of such boards and commissions for their intended purposes, and provide increased opportunities for community members to become involved in public service within the Village; and
WHEREAS, the Village of Romeoville is a home rule municipality under the Illinois Constitution of 1970; and
WHEREAS, it is in the best interests of the Village to enact the amendments to Chapter 35 as more fully hereinafter set forth and in the exercise of the Village’s home rule authority, all so as to dissolve the heretofore existing Romeoville Beautification Commission, and to create the Keep Romeoville Beautiful Commission.
NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS; THAT:
SECTION 1: RECITALS. The foregoing recitals are hereby incorporated into this Ordinance as if fully set forth herein.
SECTION 2: AMENDMENT TO CHAPTER 35 OF THE VILLAGE CODE OF ORDINANCES. All those portions of all heretofore adopted and presently existing Village Ordinances codified at Chapter 35.65 through and including Chapter 35.69 of the Village Code are hereby repealed and the same shall hereby be deleted from the Village Code of Ordinances, and shall be replaced by the text hereinafter set forth, creating and establishing the Keep Romeoville Beautiful Commission, and which shall be codified in Chapter 35 of the Village Code of Ordinances as hereinafter indicated:
35.65 Creation and Establishment of Keep Romeoville Beautiful Commission
(A) There is hereby created and established an advisory commission of the Village of the Village of Romeoville to be known as the Keep Romeoville Beautiful Commission.
(B) The Keep Romeoville Beautiful Commission shall maintain affiliation with the Keep America Beautiful, Inc. national organization, and support its efforts.
(C) The Keep Romeoville Beautiful Commission shall further be charged with the responsibility to investigate, formulate, plan and recommend measures and programs relating to the promotion of the Village of Romeoville as a clean, green and beautiful place to live, including measures and programs designed to educate and encourage the public to prevent litter, reduce waste, increase recycling and protect the natural environment within the Village of Romeoville.
(D) The Village President may from time to time appoint a Village Trustee to serve as a liaison between the Keep Romeoville Beautiful Commission and the Village Board of Trustees, and to advise the Village Board of Trustees from time to time as necessary or advisable as to the proceedings and activities of the Keep Romeoville Beautiful Commission.
35.66 Membership and Committees; Conduct of Business of Keep Romeoville Beautiful Commission
The Keep Romeoville Beautiful Commission shall have such membership and committees as are set forth from time to time in the Bylaws of the Keep Romeoville Beautiful Commission. The Bylaws shall also govern the meetings and conduct of the business of the Keep Romeoville Beautiful Commission
SECTION 3: BYLAWS OF KEEP ROMEOVILLE BEAUTIFUL COMMISSION. The Bylaws of the Keep Romeoville Beautiful Commission shall hereby be adopted as set forth in Exhibit A to this Ordinance, attached hereto and incorporated herein by reference. Future amendments to the Bylaws shall be adopted and approved consistent therewith, and all such amendments shall be subject to ratification and approval by the Village Board of Trustees.
SECTION 4: SEVERABILITY. That the various provisions of this Ordinance are to be considered severable and if any part or portion of this Ordinance shall be held invalid by any Court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Ordinance.
SECTION 5: CONFLICTS. All prior Ordinances and Resolutions, or parts thereof in conflict or inconsistent with this Ordinance are hereby expressly repealed only to the extent of such conflict or inconsistency.
SECTION 6: EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law, and as of such effective date, the Senior Services Commission shall be deemed to have been dissolved.
