A Resolution Waiving the Formal Bidding Process and
Authorizing a Contract for Permitting Software - Tyler Technologies

Whereas, The Village of Romeoville (“The Village”) is a municipality in accordance with the Constitution of the State of Illinois of 1970; and,

 

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and professional services; and

 

           Whereas, Tyler Technologies currently provides the Village’s Enterprise software; and 

 

Whereas, providing this software will allow residents and contractors to easily access and apply for permits from remotely; and

 

            Whereas, Village Staff has reviewed the proposal and recommends the Village Board authorize the contract with Tyler Technologies;

 

 

                     NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS:

 

Section 1:                        Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.

 

Section 2:       Waiver of Public Bid Requirements:  Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to this project.

 

Section 3:       Repealer: All other Resolutions or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.

 

Section 4:       Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences, paragraphs, or sections thereof.

 

Section 5:       Effective Date: The resolution shall take effect after its passage, approval,
                                          and publication in pamphlet form, as provided by law.
