A Resolution to Waive the Bid Process and Accept a Proposal for the Supplying of Bulk Rock Salt for the Ion Exchange Facilities

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, the expenditures for the supplying of bulk rock salt for the ion exchange facilities shall be included in the Fiscal Year 2020/21 Budget; and,
Whereas, proposals were requested from the three primary salt suppliers that have provided proposals in the past, and two proposals were received for the supplying of bulk rock salt for the ion exchange facilities from two vendors, Midwest Salt and Cargill Salt, at the unit prices of $103/ton and $126/ton, respectively, of which the Village will utilize both in the most advantageous manner to ensure the facilities are properly and sufficiently supplied at all times.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to the proposal for the supplying of bulk rock salt for the ion exchange facilities and accepts the proposals from Midwest Salt and Cargill Salt to provide the salt at the unit prices of $103.00/ton and $126.00/ton, respectively.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.
