A Resolution Waiving the Bid Requirements and Accepting the Proposal from Andritz Separation for 12,000 Hour Maintenance and Control Upgrades on the Centrifuges

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,

Whereas, the Wastewater Treatment Division has two Andritz brand centrifuges that are used for the dewatering of biosolids; and,

Whereas, it has also been determined that the existing controls are obsolete and no longer serviceable; and,

Whereas, the total cost of two machine overhauls including control upgrades with remote monitoring capabilities is $150,212.00; and,

NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.

Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable for upgrading both machines’ controls and VFD’s while onsite, the new controls will bring the latest technology and allow Andritz to remote monitor the machines from their office for troubleshooting issues quickly and efficiently.

Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.

Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same shall not affect the validity or en...
