A Resolution to Waive the Bid Process and Enter into an Agreement with Veterans Energy Team for the Installation of Electric Vehicle Chargers

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, the expenditures for installation of electric vehicle chargers at the Village Hall south parking lot and at the Metra Station, including the costs for the five-year operation and maintenance plan for the DC chargers and the maintenance of the Level 2 chargers for the remainder of FY26 are available in the Fiscal Year 2025/2026 Budget; and,
Whereas, a proposal was received from Veterans Energy Team for the installation of the electric vehicle chargers at no net cost, and the operation and maintenance of the DC chargers for five years at a cost of $103,800, and $15,000 is being allocated for the maintenance of the Level 2 chargers for the remainder of FY26, for a total of 118,800; and,
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to the agreement for the installation of electric vehicle chargers and the operation and maintenance of the chargers thereof.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.
