A Resolution Awarding a Contract to Landworks Limited for Pavilion Construction at Discovery Park and Waiving the Bid Process for Site Furnishings with Anova and Parkreation

WHEREAS, on March 19, 2026, the Village of Romeoville held a bid opening for the construction of a pavilion at Discovery Park, at which time the following two base bids were opened:
Bidder Base Bid
Landworks Limited $74,272.00
Innovation Landscape Inc $74,593.40
WHEREAS, the apparent low bidder for the base bid is Landworks Limited; and
WHEREAS, based on its bid as submitted for the base project, and a review of its bid documents, the recommendation is to award a contract for the construction of a pavilion at Discovery Park to Landworks Limited for its base bid in the amount of $74,272.00; and
WHEREAS, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of Chapter 36.43(C) of the Village Code of Ordinances, the Village of Romeoville may by a vote of 2/3 of its Trustees then holding office, waive the otherwise applicable requirements for public bidding, whether for labor, services or work, the construction of public works or improvements, or the purchase, lease or sale of personal property, materials, equipment or supplies; and
WHEREAS, the Village further desires to waive the public bidding procedures pursuant to the aforementioned authority with respect to the purchase of a pavilion from Parkreation, Inc. and the purchase of site furnishings to Anova, as more fully hereinafter set forth.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS:
SECTION ONE. The foregoing Recitals are hereby incorporated into this resolution as if fully set forth in this Section 1.
SECTION TWO. That the contract for the construction of a pavilion at Discovery Park is hereby awarded to Landworks Limited for its base bid in the amount of $74,272.00, subject to Village Manager and Villag...
