A Resolution Waiving the Bidding Requirements and Accepting the Proposal for Professional Services from ME Simpson Company for the Annual Water Loss Control Program

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, the expenditures for the Water Loss Control Program are allocated in account number 60.08.22.299; and,
Whereas, ME Simpson, has provided a proposal for the Water Loss Control Program for $88,800.00; and,
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable for the annual water loss control program. The Water Loss Control Program includes leak detection on all the village’s watermains (280 miles of watermain), accuracy testing of our finished production meters and assistance with the AWWA water audit. The water audit assistance includes working with village staff on gathering and analyzing the information needed to complete the report and submission to the IDNR which is now required of the Village as a Lake Michigan Water permit holder.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.
Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences, paragraphs, or sections thereof.
Section 5: Effective Date: The resolution shall take effect after its passage, approval, and publication in pamphlet form, as provided by law.
