A RESOLUTION AUTHORIZING THE VILLAGE TO ENTER
INTO AN AGREEMENT WITH ACT SERVICES, INCORPORATED,
FOR A TRANSITION PLAN TO MAKE THE VILLAGE’S PARKS
SITES ACCESSIBLE PER THE AMERICANS WITH DISABILITIES
ACT ACCESSIBILITY GUIDELINES AND TO PRIORITE THE
VILLAGE’S PARK SITES

WHEREAS, the Parks and Recreation Department desires to provide parks that are accessible to all individuals; and
WHEREAS, the Parks and Recreation Department has identified the need to develop a transition plan to follow the Americans with Disabilities Act Accessible Guidelines (ADAAG); and
WHEREAS, the Parks and Recreation Department would like to enter into an agreement with ACT Services, Incorporated, to review the Village’s park sites and prepare a transition plan in order to provide accessible parks for all for $19,999.00 (Exhibit A); and
WHEREAS, the Parks and Recreation Department would also like to have the park sites prioritized in order to bring them into compliance with the ADAAG for a cost of $7,900.00 (Exhibit B).
WHEREAS, the total cost for a transition plan and prioritization of parks from ACT Services is $27,899.00.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS:
SECTION ONE. The foregoing Recitals are hereby incorporated into this resolution as if fully set forth in this Section 1.
SECTION TWO. Pursuant to a two-thirds vote of the Corporate Authorities of the Village of Romeoville, the Village hereby waives the otherwise applicable public bidding requirements of the Illinois Municipal Code and the Village Code of Ordinances, and authorizes the award of an agreement with ACT Services for a transition plan for park sites (Exhibit A), and a prioritization of these park sites (Exhibit B) substantially consistent with the agreements attached hereto, and the Village President is hereby authorized and directed to execute the same, or in lieu thereof, the provisions of this Resolution shall serve therefor.
SECTION THREE. That the various provisions of this Resolution are to be considered severable and if any part or portion of this Resolution shall be held invalid by any Court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution.
SECTION FOUR. All prior Resolutions and Resolutions, or parts thereof in conflict or inconsistent with this Resolution are hereby expressly repealed only to the extent of such conflict or inconsistency.
SECTION FIVE. This Resolution shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law.
