A Resolution to Waive the Bid Process and Authorize a Contract with Ethos Workshop Architects for Architectural and Engineering Services for the Interior Buildout of the Village of Romeoville Space at the Ovation Center

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, a proposal was received from Ethos Workshop Architects in the amount of $72,500.00, for the design, construction documents, bidding, negotiation and construction administration for the proposed buildout of the Village of Romeoville space at the Ovation Center and provides for the potential additional expenditures for services as authorized by the Village Manager and Village Attorney; and,
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to the contract for the design, construction documents, bidding, negotiation and construction administration for the proposed buildout of the Village of Romeoville space at the Ovation Center. The proposal from Ethos Workshop Architects is hereby approved in an amount of $72,500.00, provided, further, however, that notwithstanding the preceding clause, expenditures for services within the scope may be made in amount excess of $72,500.00 but only upon the express approval of the Village Manager and Village Attorney.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.
Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences, paragraphs, or sections thereof.
Section 5: Effective Date: The resolution shall take effect after its passage, approval, and publication in pamphlet form, as provided by law.
