A Resolution Waiving the Bidding Requirements and Accepting the Lowest Proposal and Enter into a Contract for the 2025 Subdivision Resurfacing Project

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,

 

Whereas, the expenditures for various street rehabilitation projects, including for hot-mix asphalt delivery, concrete repair, and subdivision street resurfacing are allocated in the Fiscal Year 2026 Budget; and,

 

Whereas, the lowest proposal for the 2025 Subdivision Resurfacing Project was submitted by Austin Tyler Construction, Inc. in the amount of $1,568,874.25.  The ultimate contract value will reflect the actual quantities of work performed in the field, up to the proposal amount plus 9% contingency rounded, equal to $1,710,100.

 

NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:

Section 1:                     Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.

 

Section 2:                     Waiver of Public Bid RequirementsPursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to the contract for the Subdivision Resurfacing Program.

 

Section 3:                     Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.

 

Section 4:                     Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences, paragraphs, or sections thereof.

 

Section 5:                     Effective Date: The resolution shall take effect after its passage, approval, and publication in pamphlet form, as provided by law.
