A Resolution Approving a Professional Service Task Order from Strand Engineering to Provide Bidding and Construction Engineering Services for Two 1.6 Million Gallon Ground Level Water Storage Tanks

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, Strand Engineering will provide bidding and construction related services on the new 1.6-million-gallon ground level water storage reservoirs; and,
Whereas, Bidding related services include revising and distributing the bidding documents, tabulating the results and preparing contract documents at an estimated expense of $30,000; and,
Whereas, the total cost of services in task order 26-02 is $350,000; and,
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable for the two 1.6 million gallon level water storage tanks. Construction related services will last approximately 24 months and include attending preconstruction and progress meetings, schedule evaluation, review and response to the contractor’s requests, shop drawing review and pay requests. RPR (Resident Project Representative) services include 1,100 hours of part-time construction observation, observing specific tests, equipment start-ups and similar work. Also, included is contract closeout and record drawing preparation at an estimated cost of $320,000.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.
Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the same shall not affect the validity or enforceability of any remaining words, phrases, clauses, sentences, paragraphs, or sections thereof.
Section 5: Effective Date: The resolution shall take effect after its passage, approval, and publication in pamphlet form, as provided by law.
