AN ORDINANCE OF THE VILLAGE OF ROMEOVILLE, WILL COUNTY ILLINOIS
AMENDING ORDINANCE NO. 18-1514 WITH RESPECT TO THE DESIGNATION OF THE NORMANTOWN/WEBER ROAD REDEVELOPMENT PROJECT AREA TO ADD ADDITIONAL PROPERTY TO A REDEVELOPMENT PROJECT AREA PURSUANT TO THE TAX INCREMENT ALLOCATION REDEVELOPMENT ACT

WHEREAS, it is desirable and for the best interests of the citizens of the Village of Romeoville, Will County, Illinois (the “Village”), to Amend the Normantown/Weber Road Tax Increment Redevelopment Project Area (the “Normantown/Weber Road TIF”) to implement tax increment allocation financing pursuant to the Tax Increment Allocation Redevelopment Act (65 ILCS 5/11-74.4-1 et seq.) as amended (the “Act”), to add additional property to the boundaries of the Normantown/Weber Road TIF to include the “Proposed Expansion Area” (the “Proposed Expansion Area”) described in Section 1 of this ordinance; and
WHEREAS, the Corporate Authorities have heretofore by ordinance adopted and approved the Amended Plan and Amended Project, to include the Proposed Expansion Area which Amended Plan and Amended Project were identified in such ordinance and were the subject, along with the Area designation hereinafter made, of a public hearing held on August 20, 2025, and it is now necessary and desirable to designate the Proposed Expansion Area as a Redevelopment Project Area to be included within the Normantown/Weber Road TIF pursuant to the Act; and
WHEREAS, the Village has provided all notices, convened a public hearing, convened a joint review board and has otherwise complied with all requirements of the Act to make the proposed amendments.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Romeoville, Will County, Illinois, in the exercise of its statutory, home rule and other powers, as follows:
Section 1: Area Designated
The Proposed Expansion Area, as generally described in Exhibit “A” attached hereto and incorporated herein as if set out in full by this reference, is hereby designated as a Redevelopment Project Area and a part of the Normantown/Weber Road TIF pursuant to Section 11-74.4-4 of the Act. The street location (as near as practicable) including the Expansion Area for the Normantown/Weber Road TIF is set forth in Exhibit “B” attached hereto and incorporated herein as if set out in full by this reference. The map of the Normantown/Weber Road TIF as expanded is depicted on Exhibit “C” attached hereto and incorporated herein as if set out in full by this reference.
The Normantown/Weber Road TIF as expanded is legally described on Exhibit D attached hereto.
Section 2: Invalidity of Any Section
If any section, paragraph or provision of this ordinance shall be held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such section, paragraph or provision shall not affect any of the remaining provisions of this ordinance.
Section 3: Superceded and Effective Date
Ordinance No. 18-1514 is hereby amended to include Proposed Expansion Area in the designation of the Normantown/Weber Road TIF . All ordinances, resolutions, motions or orders in conflict herewith be, and the same hereby are, repealed to the extent of such conflict, and this ordinance shall be in full force and effect upon its passage by the Corporate Authorities and its approval and publication as provided by law. This Ordinance shall be published in pamphlet form.
Section 4: Severability
This Ordinance, and every provision thereof, shall be considered severable. In the event that any court of competent jurisdiction may find and declare any word, phrase, clause, sentence, paragraph, provision or section or part of a phrase, clause, sentence, paragraph, provision or section of this Ordinance is void or unconstitutional, the remaining words, phrases, clauses, sentences, paragraphs and provisions and parts of phrases, clauses, sentences, paragraphs, provisions and sections not ruled void or unconstitutional shall continue in full force and effect.
