A Resolution Authorizing the Waiving of the Bids for the Installation of Light Pole and Security Camera Conduit at Conservation Park and Accepting a Proposal for the Same from George’s Landscaping, Inc.

WHEREAS, the Village of Romeoville has determined that it is necessary and appropriate to install security cameras at the recently renovated Conservation Park; and
WHEREAS, prior to the installation of security cameras, a light pole and conduit must first be installed at Conservation Park to support the subsequent camera installation; and
WHEREAS, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of Chapter 36.43(C) of the Village Code of Ordinances, the Village of Romeoville may by a vote of two-thirds of its Trustees then holding office, waive the otherwise applicable requirements for public bidding, whether for labor, services or work, the construction of public works or improvements, or the purchase, lease or sale of personal property, materials, equipment or supplies; and
WHEREAS, the Village of Romeoville has heretofore received a proposal from George’s Landscaping, Inc. for light pole and conduit installation at Conservation Park in the total amount of $27,036.00 (see Exhibit A), and desires to waive the otherwise applicable public bidding process with respect thereto and to accept the proposal set forth in Exhibit A.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS:
Section 1: The foregoing recitals are hereby expressly incorporated into and made a part of this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: By a two-thirds vote of the corporate authorities of the Village, applicable competitive bidding requirements under the Illinois Municipal Code and the Village Code of Ordinances are hereby waived, and the Village President and Village Clerk are hereby authorized and directed to accept the proposal from George’s Landscaping, Inc. for the installation of a light pole and conduit at Conservation Park, all as set forth in Exhibit A, subject to final Village Manager and Village Attorney review.
Section 3: That the various provisions of this Resolution are to be considered severable and if any part or portion of this Resolution shall be held invalid by any Court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution.
Section 4: All prior Resolutions and Resolutions, or parts thereof in conflict or inconsistent with this Resolution are hereby expressly repealed only to the extent of such conflict or inconsistency.
Section 5: This Resolution shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law.
