 An Ordinance Authorizing the Village of Romeoville 2023 Tax Year Residential Owner-Occupied Property Tax Rebate Program

                     WHEREAS, the Village of Romeoville has determined that it is feasible, necessary and desirable to provide the owners of owner-occupied residential real estate within the Village of Romeoville with relief from a portion of the Village of Romeoville’s portion of the 2023 real estate tax bill payable in 2024 in the form of a rebate, to be administered in accordance with the terms and conditions hereinafter set forth.

 

                     NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS; THAT:

 

                     SECTION 1:  RECITALS.  The foregoing recitals are hereby incorporated into this Ordinance as if fully set forth herein.

                     SECTION 2:  Village of Romeoville 2023 Tax Year Residential Owner-Occupied Property Tax Rebate Program.  The Corporate Authorities of the Village of Romeoville hereby authorize and direct the proper personnel of the Village to provide a property tax rebate of seventy-five dollars ($75) per home to offset the Village of Romeoville’s portion of the 2023 real estate tax bill payable in 2024, in accordance with the following terms, conditions and limitations:

A.                     Application shall be made on such form as the Village may from time to time require, and shall be submitted in such manner as the Village shall from time to time direct.  Application for this rebate shall be due on December 1, 2024.

B.                     Eligibility for the rebate herein provided shall be limited to owners of single family residential dwelling units who reside in the single family dwelling unit for which the rebate is sought.  No rebate shall be granted with respect to any single family dwelling unit not actually resided in by the owner thereof.

C.                     The amount of the rebate shall be limited to seventy-five dollars ($75) per home to offset the Village of Romeoville’s portion of the 2023 real estate tax bill payable in 2024.

D.                     Applicants will be required to provide a copy of their 2023 real estate tax bill payable in 2024, together with their name, address, permanent index number (PIN), a certification that the applicant owned the property for which the rebate is sought for the entirety of 2023, and a certification that the applicant timely paid the entire amount of the 2023 real estate tax bill due in 2024 with respect to the property for which the rebate is sought.

E.                     Applications will be denied to owners who are delinquent in the performance of any obligation owed to the Village or who are delinquent in paying any sums due to the Village.  Additionally, applicants who have not paid the 2023 real estate tax bill in full are ineligible for the rebate.

F.                     The Village anticipates paying out all approved rebates on or before February 1, 2025.  Rebates will be payable to the owner/property tax bill recipient identified on the underlying tax bill.

                     

SECTION 3:  SEVERABILITY.  That the various provisions of this Ordinance are to be considered severable and if any part or portion of this Ordinance shall be held invalid by any Court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Ordinance.

 

                     SECTION 4:  CONFLICTS.  All prior Ordinances and Resolutions, or parts thereof in conflict or inconsistent with this Ordinance are hereby expressly repealed only to the extent of such conflict or inconsistency. 

 

                     SECTION 5: EFFECTIVE DATE.  This Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law.
