A Resolution Approving an Employee Health Savings Account Incentive

WHEREAS, the Village of Romeoville provides health insurance coverage to all full time employees; and
WHEREAS, in the course of the renewal of the Village’s group health insurance coverage, the Village has determined that the cost of such insurance has increased dramatically, and that the costs for which employees may be responsible under such coverage has likewise increased dramatically; and
WHEREAS, in an effort to mitigate some of the financial impacts posed to Village employees as a result of the group insurance renewal, the Village desires to provide all full time Village employees receiving Village group health insurance coverage with a contribution to each Village employee’s Health Savings Account, as more fully hereinafter set forth.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS:
SECTION ONE. The foregoing Recitals are hereby incorporated into this resolution as if fully set forth in this Section 1.
SECTION TWO. The Village of Romeoville shall hereby provide contributions to employee Health Savings Accounts in accordance with the following conditions:
a. Eligible employees shall be full time employees receiving group health insurance coverage through their Village employment. Retirees shall not be eligible to receive the contribution provided for herein.
b. Eligible employees receiving single coverage shall be eligible for a one time contribution to their Health Savings Account of $1,000.00.
c. Eligible employees receiving family coverage, employee and spousal coverage or employee and children coverage shall be eligible for a one time contribution to their Health Savings Account of $2,000.00.
d. The contribution shall be made via an addition to the employee’s first regular paycheck of calendar 2026.
e. The village retains and reserves the right to require a pro rata refund of a portion of this contribution from employees not remaining employed with the Village for the entirety of calendar 2026.
SECTION THREE. That the various provisions of this Resolution are to be considered severable and if any part or portion of this Resolution shall be held invalid by any Court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution.
SECTION FOUR. All prior Resolutions and Resolutions, or parts thereof in conflict or inconsistent with this Resolution are hereby expressly repealed only to the extent of such conflict or inconsistency.
SECTION FIVE. This Resolution shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law.
