A Resolution Rejecting All Bids and Authorizing Readvertising and Rebidding of the Romeoville IEPA SRF Year 1 Watermain Project

WHEREAS, the Village of Romeoville received bids for the Romeoville IEPA SRF Year One Watermain Project and opened the same on February 26, 2025; and
WHEREAS, the two apparent low bids were deemed nonresponsive by IEPA due to their inability to demonstrate compliance with applicable disadvantaged business enterprise notice and publication requirements and the remaining bids were in excess of the engineering estimate of cost for the project; and
WHEREAS, based upon the foregoing, the Village desires to reject all bids as permitted by the notice and bid documents provided to prospective bidders, and to readvertise and rebid the project.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS:
SECTION ONE. The foregoing Recitals are hereby incorporated into this resolution as if fully set forth in this Section 1.
SECTION TWO. Rejection of All Bids; Authorization to Readvertise and Rebid. The Corporate Authorities of the Village of Romeoville hereby reject all bids submitted and opened on February 26, 2025, and authorizes and directs staff to take such actions as are necessary to readvertise and rebid the project.
SECTION THREE. That the various provisions of this Resolution are to be considered severable and if any part or portion of this Resolution shall be held invalid by any Court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution.
SECTION FOUR. All prior Resolutions and Resolutions, or parts thereof in conflict or inconsistent with this Resolution are hereby expressly repealed only to the extent of such conflict or inconsistency.
