A Resolution to Waive the Bid Process and Authorize a Contract for the Purchase of One 78' x 104' Steel Sided Building with Wick Buildings

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, a proposal was received from Wick Buildings in the amount of $396,892.00, for the construction of a 78' x 104' steel sided building and provides for the potential additional expenditures for services as authorized by the Village Manager and Village Attorney; and,
Whereas, the purchase was budgeted and approved within the FY 2024/2025 budget for a total project budgeted amount not to exceed $750,000 within account 01.08.08.406.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to the contract for the construction of the 78' x 104' steel sided building. The proposal from Wick Buildings is hereby approved in an amount of $396,892.00, provided, further, however, that notwithstanding the preceding clause, expenditures for services within the scope may be made in amount excess of $396,892.00 but only upon the express approval of the Village Manager and Village Attorney.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed....
