A Resolution Waiving the Bidding Requirements and Accepting the Proposal from Water Well Solutions for Emergency Well Repairs at Well #13

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, the expenditures for emergency well repairs will be expensed from account 60.08.22.264 in the FY 24/25 Budget; and,
Whereas, the well equipment was pulled from Well #13, the Airport Road Facility, and inspected by the original manufacturer and found the motor to be in failure due to a lightning strike; and,
Whereas, Water Well Solutions has provided a proposal to replace the well pump equipment, several hundred feet of well column pipe, sand removal from the bore hole and new sand separator elements for the amount of $353,632.00.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable to the replacement for one return activated sludge pump replacement.
Section 3: Repealer: All other Ordinances or parts of ordinances of the Village of Romeoville that are inconsistent with this ordinance are hereby expressly repealed.
Section 4: Severability: In the event any word, phrase, clause, sentence, paragraph, provision, or section of this Resolution or any portion thereof shall be held to be unconstitutional, unenforceable, or void, the sa...
