A Resolution to Waive the Bidding Process and Accept the Lowest Proposal and Enter into a Contract with Steve Spiess Construction for a New 12" Water Main Installation Along 135th Street from Post Office to Route 53 Project

Whereas, pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00, the Village of Romeoville may vote by 2/3 of its Trustees then holding office to waive the requirements for public bidding on Village public work, or improvement projects; and,
Whereas, the expenditures for the new watermain installation along 135th Street from Post Office to Route 53 project will be expensed in account number 60.08.22.409; and,
Whereas, three proposals were received for a new 12" watermain installation along 135th Street from Post Office to Route 53 project, and the lowest proposal was submitted by Steve Spiess Construction.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES FOR THE VILLAGE OF ROMEOVILLE, WILL COUNTY, ILLINOIS, AS FOLLOWS:
Section 1: Incorporation of Recitals: The foregoing recitals are hereby incorporated into this Resolution as if fully set forth herein.
Section 2: Waiver of Public Bid Requirements: Pursuant to the provisions of 65 ILCS 5/8-9-1 and the provisions of the Village Ordinance No. 2793-00 the Village hereby waives the public bidding requirements otherwise applicable for the proposal from Steve Spiess Construction Inc. in the amount of $829,270.50 for a new 12" watermain installation along 135th Street from Post Office to Route 53 project. Representatives of Public Works reviewed the proposals and verified their completeness and accuracy. The Village shall compensate Steve Spiess Construction for the 135th Street new watermain installation project for an estimated fee of $829,270.50 and provides for the potential additional expenditures for services as authorized by the Village Manager and Village Attorney.
